On idle it should be around 500-750, when you put it into drive or reverse it should jump up a little but it wouldn't go over 1,000.

You can decrease the rev but turning this little thingy (my technical term) with a phillips head screwdriver, it's close to the tb.

As soon as i start my car the revs go to about 1300-1400, but then it slowly drops until it reaches about 700.

but my car is manual so it might be a bit different?

It also depends if the car is warm of cold, on cold idle its over 1,000 then slowly drops down as it gets warmer.
