Your exactly right, pec minor is tight in most people and causes the shoulder joint to rotate medially, so that stretch as well as a lat stretch is a very good start. I wouldnt be doing the rows like the person in that picture.... Get him to hold a push up position.... and then without moving his arms, slide his shoulder blades as far together as possible, and then as far apart as possible...
