"Pay on Sale" kind of advertisement might be the most usefull approach for this situation.
Upfront asking for an advertisement fee might result in a sharp drop for the amount of ads will be advertised via group/whole sellers.
Also, I believe the applicable advertisement fee should be changing according to the unit price.
For eg;
If I advertised for 10 units of car alarm, and
- Havent sold anything, then, no advertisement charge.
- Sold 3 units, then, applicable advertisement charge = 3*ad cost per alarm unit.
- Cost per unit could be calculated by a percentage figure according to the unit price. For eg; anything under $50: %5, $50 - $300: %3, $300 and over:%2, and fee per unit cannot be more than $20.
All numbers above are examples, they may not make sense, however, logic is still there.
Biggest downside of this approach is that;
- how to find out who sold what? (it is kinda honesty system)

how do we track how many items they sell??? or do we hope they are honest - most of the people who advertise commerical quantities on this site, come here, register and post their items for sale immediately... Note the distinction between this and our normal members, they are simply trying to get free advertising for a product they are either going to purchase on a confirmed order basis or have on consignment (normally the former)
What if through the advertising on this site it gets passed onto someone who is not a member here and they make a sale, that's still advertising through word of mouth based on information posted here... we can't track those sales
The fee's aren't going to be huge... however if a company or individual wishes to profit from selling items on here isn't it reasonable that they make a donation to the club...
private sales are still free... members won't be charged for offloading their own goods as long as its not a commerical quantity (by this i mean several items of the same type)...
these actions are simply to control the sale of commerical quantities where a profit is made by a private person or company and not the FTO club of australia. Surely the club should benefit from people trying to turn a profit from its members?
There are also issues surrounding the legalities under incorporation of the club and the club facilitating profits being made by its members... charging a nominal fee for a services removes this legal issue.
mxysxy: unfortunately what your proposing isn't doable (at this time - it could be in the future) ... we need a service like ebay or something like that where we deduct monies from a persons credit card or bank account on successful sale...
As soon as our club is legally incorporated the constitution permits corporate membership whereby a copmany pays X (negotiated between the committee and the company)... they could then advertise as much as they like (assuming that's what's negotiated) ... for example say a car yard started importing FTO's.. a fee could be negotiated based on a per car sale with a sellers fee attached for each successful sale or it could be a annual fee for as many cars as they like... (fto's of course)...
at the end of the day what it comes down to is money... to do what the club wants to do such as auto salon events it costs a lot of money... the club can't survive without money... by charging people for advertising we can do more things, created better things...

May I make a suggestion - Could the parts for sale site be a moderated area, ie it doesn't post immediately but must go through a moderator to assess if it is a chargable ad or if a private sale is being offered. This way the advertisement is assessed before the ad hits the site. It may be a way to stop some of the crap that has been appearing recently??

It wouldnt be up to Tanya, Steve and Rob to moderate it because as you say they already have more than they can handle - I'm talking about the IMC's who are already moderators and can "police" this area within their guidelines.
