Huh, odd, it came up on my mobile.

Basically there's this odd bit of government or the like policy, saying that debts must be paid in gold and silver coin. Ergo, since gold and silver coin actually aren't used as currency any more, you aren't able yourself to pay the fine. Basically. I skipped the last few paragraphs, it was pretty wordy sh*t as you can imagine, haha.
