RIGHT under the submit button it reads 'upload attachment'
below that is a button called 'choose file' - choose the photo then press the upload button and you're done.
Make sure to resize it under 800/600 before you do so

right click > edit > CTRL + W > Right arrow > tab > 1024 > enter > CTRL + S > ALT + F4
