aircon/heater fan air very weak

i have checked fan turning correct way
a/c has been regassed
heater works great
fan on high speed delivers hardly a breeze
checked that no leaves etc in front vents
all vent controls work
pulled out dash and checked all movements of vents etc and all open and close
anybody got a cleaver idea please

Could be the blower motor.

checked fan and motor sings great

im wondering if there is a filter in line that needs changing and if so how to get to it
