MY RPM GOES UP AND DOWN WHEN I TURN ON AIR CON.. IS THAT NORMAL?

It does change a bit when the compressor starts and stops, how much does your's change by?

it constantly jump up and down when i turn on air con, and doesn't stop even when i stop the car. is it because of the weather?

Sounds like your compressor is on the way out. Checked the belt?
