That's true, but blowing off stock wrx's tells me my fto wasn't slow. Haha I'm sure it wasn't slow bud... care to post up what you were running in it when you had it dyno'd? I could search for it... but I'm sure you won't mind getting a bit sentimental
But I agree with Bennoz... in the main, if you haven't done a full exhaust from head to tip, you're wasting money cos that's one of the biggest bang-for-buck improvements you can make.

HKS pod with heatshield and UAS intake pipe, first half of the intake path heat insulated, oil catch can, denso iridium sparkies, magnecor leads, earthing and 2 x voltage stabiliser kit, 3.5" high flow metal cat, high flow chamber muffler axle back with 60mm mandrel piping, Apexi SAFC 2, and lots of loving from good oils
The weird thing is...i think my fto was the only one i ever really saw that still made power when the ecu hardcut kicked in at 8250rpms but i'm also almost certain the cams were stock though the car did come with mine's stickers on the bonnet when it was imported from japan *shrug*. Another thing was my changeover point to mivec showed no bump in the power curve but rather a continuous steady rise in power. The power curve was really smooth...made for awesome mountain driving as i didn't receive any sudden nasty power spikes during mid corner etc.
I respectfully disagree to the full exhaust needed for bang for buck though. Bang for buck when you're what and quickshifting to the next gear but under daily driving you're gonna lose torque and drivability. If the owner doesn't feel it...well increase your range/scope. When i did my two simple exhaust mods, i lost a good bunch of low down torque and that still was stock headers and piping/collector.
