Whats probably happened
Whats probably happened is that it had the rubber bits stuck to it (an option) and someone removed them - it leaves the glue which is damn near impossible to remove (and stuffs the paint in the process). The peeling paint is probably the result of trying to repair the resulting mess without preparing the surface properly.
You can get those bits off fairly easily by removing the rubber around the door frame. Underneath are a whole stack of screws that hold that bit in. Remove them and you can then rub it all back without damaging your car.
