HID aren't illegal if you adjust your headlights properly when you install it, you just do some headlight marking before and after to make sure the beam is pointing the same angle as the orginal.

Where is the section you read about retrofit and conversion?

A retrofit involves cutting up your headlights, replacing the entire light assembly with a HID projector from another car. The resultant light output is supposed to be a lot sharper, etc. Lot of hassle to set it up correctly though.
