Maybe Stupid Question... Cooling options

OKay i work in the IT Industry, and have been around high performance PCs for many years... like cars i see enthusiasts doing the extreme to try and wring every performance drop out of their pcs. In this endeavour their PCs get hot... thus creating a need for more fans or even resorting to water cooling... much like a cars radiator (some even use motorbike radiators)....
now one thing which i just thought of, i know high performance cars run hot (I presume radiator or intercooler tries its best to cool them down).. how many of you have heard of "Peltiers"?? they are devices which look like a thin slab of metal plate.. they pass a current through them which makes one side of the plate freezing cold and the other hot... PCs have used these in extreme cases but have has prob with condensation on the circuits... this would not be an issue with cars.. anyway, i do not know the slightest about cooling systems in cars let alone turbos etc... could anyone tell me if would even make a difference if you cooled your intercooler down to say -10C???
or am i just wasting my time cause im bored at work...

IMHO better to cool the intake air e.g. water/methanol injection..
