GT wing can't be engineered IMHO as it's a safety risk to pedestrians.
But the list of approved engineers is
here.

A Safety Risk????
Only if you hit them, and one would think that if they are stupid enough to step out in front of a car........

As far as I know, no one will issue an engineer certificate for any type of GT wings. Here few safety reasons that traffic authorities are concern about.
1. Some GT wings that fitted on a car are larger then the boot lid dimension, so it's like everything else, if its stick out of the body dimension, it's illegal
2. Some GT wings are made out of aluminum or steel, they usually have rough edge, so if some one accidentally trip over & land on one of these, and they might cut themselves. Think of it as branches sticking out of a tree, no one want to run into them, but its sure will hurt or cut you if you accidentally run into them.
3. GT Wings are non-secure due to it’s not wield on. This one is probably the most arguable one, as some traffic authorities claim some people use the wrong type of screw & nuts or backyarder to fit these wings, therefore they could be a real safety issue on high-speed freeway or motorway, as they are not secure, they might come off.

if it's within the width of your car you can sometime's get away with it depending on the cop, but yeah as for engineer's cert. forget it.
From memory pretty much any type of GT wing is illegal or unroadworthy
