Huh, odd, it came up on my mobile.
Basically there's this odd bit of government or the like policy, saying that debts must be paid in gold and silver coin. Ergo, since gold and silver coin actually aren't used as currency any more, you aren't able yourself to pay the fine. Basically. I skipped the last few paragraphs, it was pretty wordy sh*t as you can imagine, haha.

the government can change the rules at any time anyway. and if they cant nail you on one thing, they will go for another.
better off not to piss fart around. save your anger over fines and punishments that are essentially you being found guilty of something without trial.
