Illegal.
As mentioned, stock exhaust is only 1dB below legal limit.

Yup, I'm soon to be one of them, when I get these springs in
or when I illegally tint my chassis rust

90% (thats actually probably accurate) of FTO's are running around illegally.
Youd have to get one without a pod, exhaust, stock shifter or one with an H pattern next to it ( tohmez) completely intact splash guards, no aftermarket spoiler, a DVD player head unit that is actually hooked up to the handbrake etc and so forth.
EVERYTHING but stock is illegal these days it seems

Different between states mate. However, I dare say that 90% is a bit too high. I'd say around 50%.

Youd be surprised at how many little stupid things can make a car 'illegal'
Yea states are the same, but thats usually shades of grey on the same thing - i.e. any state an open pod is illegal, any state is a certain DB rating etc

If you get an engineers certificate for certain things such as suspension or otherwise there is nothing the police can do because the certificate will indicate it complies with ADR standards

Also some modifications that are deemed illegal actually increase the safety of the vehicle or reduce emissions etc
