Car struggles to start when cold

This only seems to happen when the car hasn't been driven since the day before, and it has only started happening in the last week or two.
When I try and start the car it coughs and splutters several seconds before it starts, sometimes it takes a few goes. It is fine if I have driven it previously during the day, if I leave it parked at work for eight hours it starts fine in the afternoon.
sh*t batch of fuel? Blocked fuel filter? Dodgy pump?

Any chance that there is water in the engine?
I think I had this issue, when I had a motorbike with a cabruettor based engine.
