Front numberplate on a veilside front bumper

Ive got a veilside kit for the fto, looked at the bumper and theres nowhere really to put the numberplate besides putting some holes in the top part of the bumper and having nothing to screw the bottom of the number plate to, so now im curious if it is illegal to have no number plate on that bumper, cause as i am aware, if there is nowhere to put a front numberplate then a front numberplate is not needed legally.
any help guys would be much easier then calling the rta and waiting for 25minutes on hold for a simple 5word answer ;)

it has to be on the car as you will get a fine of aprox $275 each time you get pulled over for it.
The fine may be lower or higher now as I was told this a year or two ago

I was jus wondering are sticker type number plates allowed in Australia at all?
Was thinking of getting rid of the plates itself and paste the sticker up on the bumper

if its like mines....

simple just attach a bracket to the vein that run from the top to the bottom of the
front part that like where the outside temp sensor and/or airbag sensor it and mount the plate to it....

thats what i did...
