idle Speed Adjustment

Just wondering whether this screw also adjusts the idle speed. From what I've heard it does but I can't get the screw to budge clockwise or anti-clockwise.
The orientation of this photo is upright and I've circled the screw/s in question.

its not that one, you will find it on the top of the TB under a black cap I will get a pic up for you.

Spot on sir! That's exactly what I wanted to hear. Does this screw also control if your throttle body butterfly is slightly open or not?

Thanks for the help Jono. I was wondering why my car was idling at 3500rpm just after I've installed my new stepper motor.
Turns out it was a combination of my mechanic manually adjusting my throttle butterfly to be slightly open at idle speed and me making the accelerator cable to tight.
And AJ appreciate the help but the oil pressure valve that you pointed out was already in fully closed position.
