the most basic household item you can use is soap and water solution.i have tinted my friends window's using that solution and worked perfectly fine. mind you its very tiring, frustrating, hard work. I got my tint put in professionaly, no hassles, 10 year warranty on bubbles, colour fade, rips, peeling etc etc. Easy done.

as for the alarm they are relativly easy to do as long as you have a reasonable knowledge of cars electrical system if you dont or are unsure get installed professionaly or you can easily create a whole lot of problems
and the price well thats its same with anything you pay for hourly rate of the worker

Really depends on how many functions it has but as a general rule for electrical stuff if you have to ask how hard it is to do, then leave it to the professionals. As for window tint its easy to, just use hot soapy water and remember "less is more", in syaing that i totally agree with shahrez unless you have got your hands on some top quality tint, like 3m or similar. That cheap crap from autobarn is just that, just cheap. It will peel, fade and bubble very quickly.
