Paint blisters/bubbles

On one side of my rear bumper I have quite a few blister/bubbles (whatver you wanna call them) and its spread a bit and now Im getting concerned.

Theres quite a few small ones around finger nail size or less but also bigger ones around 50 cent coin size.Is there anything I can do myself to help the problem or is this a paint job type of thing that someone else has to do?

Sounds like the bar is going to have to be sprayed by a pro... Seems like the paint is not taking to the plastic... Could be that they did not use the additive, or plastic primer when painted... Did you ever spray the bar, or would it have come like it....

but yeah u'll need to get the bar resprayed probably.
