I don't think that the fan can keep up with the vacuum that the engine is creating, ie: how much the engine is sucking in, I think the fan will be just sucked in the opposite direction. The little electric motor wont be able to keep up pace.
So it wouldn't be forced induction, it would be a hinderance/blockage to induction
Then my question is simply "why does that exist?"

I just meant that even if a minuscule amount of air is being "forced" through, could it not be technically classified as forceful induction
