Yep. It gives continuous power to the whole ignition circuit.

Pull starter out and try activate it on a separate circuit??

And FYI, you can just swap the solenoid off the starter by itself. 2 big phillips head screws & the 12 nut on the wire on the back of it & she'll come off the starter.
I tried it but the screws were soft as putty (or I'm getting a lot stronger than I used to be!)

Wack it in a vice with a hex phillips head bit & use a shifter to turn it ;)
