If I've deciphered that pile of lettering above correctly, you first need to join a CAMS affliated club. Once you've joined the club, you can then apply for you CAMS licence. A condition of the CAMS licence is that you are a fully paid member of a CAMS affiliated club.
I am a member of the Mini Car Club of NSW in order to keep my CAMS licence.

Give Winton Raceway a ring and CAMS a ring. I'm sure they will both be more than happy to help you out. Or jump up on the CAMS website and have a browse;

hey robert, rang winton and they said that open track day is actuially called a 'family day' and your allowed to use your car to a max of 80 percent of its potential but then she said theres like heaps of people on the track and kids and families so i guess it would b good to get an idea of the track but id rather go to a test and tune.
best dates to go are early july because they are far away from race meets so there will b less cars on the track.
$50 for asca or wateva it is lisence (lowest form of lisence) and u just need to fiull out paperwork (sorta just insurance really) and $120 to use the track for the day> all cars go on, all bikes go on then i think open wheelers go on all in segments of half an hour, your looking a minimum of 2 half an hour runs and an average of 4 half an hour runs depending on the day.
helmet (should b adr approved) boots, flame retardent clothing i guess cotton long sleeve with jeans, money, car, anything else u wanna bring.
i will b definatly going early july, either 2nd, 9th or 16th of july
should have my fujitsbo giken muffler and my extractors and my mandrel bent 2.5" exhaust piping on by then:)

I will be going on the 3rd July. do not have any holidays free. $30 per driver, CAMS not needed.
I just want to check out the track and am taking my nephew who will be over from the UK.

I think u're mum spoon fed u too long lol
http://www.rfactor.net/
You can also download just about all the aussie tracks, inc Bathurst and some of the older ones. This is a very good race sim. Get yourself a set of Logitech G25 wheel & pedals and u'll be set. I taught myself to heel / toe with rFactor

+1
rfactor is easily the best simulator game I have ever played. With a G25 the all round driving experience is incredible. Not so much attention to the track graphics but plenty for the physics of the cars.
Driving around Bathurst with a 20B rotor strapped in an AE86 corolla = priceless.
