I always thought it had to be a highway patrol with the appropriate gear like all the mobile speed cameras or hand held speed gun. Otherwise they couldnt prove that you were speeding if their equipment didnt tell them.

Nup. All general duties & highway patrol cars have electronic speedos which are calibrated periodically (annually?).
Highway patrol cars have fixed radars & hand held radar guns and LIDARS (laser). Motorbikes have handheld radars. General duties cars can 'coast' behind you (stay a set distance behind you for a set amount of time and thus work out how fast you're going).
Also, a lot of the time even if they haven't been able to get a reading on you, they'll try and intimidate you into admitting how fast you were travelling. If you admit it, they can write out a fine because you're not going to be able to dispute it later...

The interesting thing about this is that a friend of mine was giving me a lift home and was pulled over on Toongabbie road by a general duties cop car (no fancy equipment attached, just a standard car). My mate was definitely speeding a little bit but when the cop asked him why he was speeding, he denied it. He asked the cop to show him the speed gun or radar to verify he was speeding. The cop gave him a blank look, shook his head, gave him back his license and said 'have a good evening'.
I was thinking the whole time that there was no way in the world my mate was gonna get away with it. It seemed that either the cop car didnt have the right equipment to prove the speeding or maybe he just couldn't bother.
Similar thing happened to me in the UK, cops admitted that their bikes ware not calibrated and there was nothing they could do. I just got a clip around the ear at the side of the road.

i was done for speeding on the way back from canberra by a marked police car, lucky it was me though, not J, he is on his reds i was green and we got separated when he made a wrong turn from hume hwy. i was a noob that time so i actually gave them an answer they wanted - that is, admitting to speeding, i dont know if i could have gotten away with it by denying it but on hume hwy i did 118 but there were a lot of cars along with me, most or all full licence, when the cops pulled me over they told me i was pulled over for speeding and the cop asked "why were you speeding?" and with not much police situation experience i said 'i was catching up to my convoy' and there... they did show me their gadget thingy and showed me that 'i' did 118. though i did speed, i braked as soon as i saw the cop car but i dont know the range of those gadgets and how far they can lock on a car. i dont know if they might have taken the speed of a full licence driver and pulled me over and hoped that i admit. yeah i stuffed up... what do u guys think eh?

they tend to pick on p-platers becuase they are easy targets plus i think the penalties are higher for p-platers so they make more $$$$..
koolio - without getting into another pointless argument, yes the police probably do pick on P platers, but breaking the law is breaking the law regardless of your licence class. It's technically discrimination, but whining about it won't change the status quo.
Gholdwayne - unlucky, but exceeding the speed limit is something you elect to do, and a chance you take. And on the hume, your chances are never good. Braking when you see a police car is not the answer, 90% of the time it's too late (they choose their spots carefully so that they see you first) and they already have your reading. So suck it up and move on. To my mind, it isn't an excuse to say you exceeded the speed limit by 18km/h accidentally... I don't mean this personally to you, but if anyone can exceed the speed limit by 18km/h and not know it, sorry but you shouldn't be on the roads.
Also just on the point about getting pulled over and denying you were speeding... its a fine line you walk along. If you deny it and they have proof, you've just failed the personality test and have assured yourself a ticket.
I think that not all police are trained in how to correctly assess speed by 'coasting', which is why you won't always get a ticket. But again, you take your chances with that one...
Yeah but dont you have an allowance of up to 10k's over the limit? iv heard that a lot from drivers so i was at 110 at that time so i mustv pushed it a bit more with less responsibility.
When i got the ticket i wasnt raging but took it in as i know i made a mistake.
And not that i shouldnt be on the roads, i can confidently say though without being overly cocky(at least trying not to be) that i am an able driver and that i have surpassed my friends' driving skills with less time and iv noticed having better reactions and calmness to certain situations where iv seen a couple of my friends panic, but that time when i was pulled over, id say i was just buggered from the canberra trip and wanted to go home already, and that had affected my decisions and morals.
The good thing is, a lesson learnt for me

There's no "10% limit" where u can speed. If you're over the limit, you're over the limit. Generally if you're driving 5kms over the limit you won't have many issue, probably because it would be anal of the cops to pull you over for it but this doesn't mean if the limit is 110, you can do 121.

They aren't obligated to deduct anything... like sublime says, 1km/h over the speed limit is still over the speed limit.
Having said that, you'd have to fail the attitude test pretty miserably to deserve a ticket for that.
Get this - in Victoria, (I've been told) they've outsourced mobile fixed speed cameras to a third party. They WILL and regularly DO book drivers for 2-3km/h over the limit. The also disguise these cameras in old vans / utes / bombs parked on the side of the road, no signs no nothing! Of course, they make a cut on EVERY fine they issue
Also, interesting to note that under Australian Design Rules, speedometers only have to be accurate to +/- 10% (yes that's right, you could be doing 121km/h and have a speedo reading 110km/h). And still it's legal for them to write fines for 2km/h over the limit.
And on the speedometre point, all the kids with 17's & more specifically 18 inch wheels will have thier speedo's reading low by upto 10kph. Ie, you think you're doing 60, when you're actually doing 70... that doesn't help either. I know mines out by about 5 kays & I drive accordingly.

Yeah, but you're in NSW... only the Vics have these dickhead rules.
Plus, by default all manufacturers run their factory speedo's low. So you're always 2-3 kays under what its reading. So if you run 18's with a 35 series tyre, it'll probably only make 2-3 kays difference, so you'll be doing 62 or 63 while its reading 60. Where as those of us on 18's with a 45 series tyre will be over by more again. The larger the total overall diametre of the wheel, the longer it takes to complete a full revolution compared to a small wheel. Hence the bigger the rim & tyre in total, the lower your speedo will read.

Depends on your tyres too, when I got miens I looked up the calculator for rim size / tyre size and how much you will be off the correct reading.
Can't remember the link now, was a while back but I know i got tyres which would allow it to be closest to the proper speed.
