In NSW the neon lights are illegal.
To have them installed under your car is fine but you just can't have them turned on while driving. You can have them on when you are standing but not when you're moving.
Also, you can only have moderate amount of neons inside your car as well...
And the leds in your washer nozzel is only illegal if you have them turned on while you are driving.
Once again this is NSW. It doesn't matter what colour they are.
Any thing that is going to attract the other driver's attention is illegal. It doesn't matter what it is and what colour it is.
trust me, I used to work for a car accessories store where they sell all this and more.

VicRoads has no such regulations/legislation. I called up the VicRoads number for roadworthiness and was told that currently the regulations are very hazy. So there is nothing you can get in hard copy to get the cops off your back. The only thing you can do is record your conversation with a police officer over the phone and that's ILLEGAL if they don't know that you're recording

here in wa neons are perfectly legal and it is written on paper that they are...
the conditions though are that the tubes/light souce cannot be seen..
Also I am lucky enough to be able to choose what colour I want at any given time and my lighting also has a "streetwise" mode with red on the rear, orange/amber on teh sides and white at the front..
but I guess that still doesnt help you eastern states guys much..
