I'd be more concerned about the actual fender than the inner. Like, what I almost want to do is Mexican-fitment it up, and then flush it with over fenders. But I think the suspension travel would be enough to rip through the exposed tyre under it. At least that's what I suspect given how it scratches the edge now.

I have commitment issues! Though given I'd be punching permanent holes in the guards I guess it doesn't really matter.

this is just some pipe dreaming anyway. I'd need coilovers in the first place to do this, and a desirable set of new wheels is moolah I can't justify presently.
