My quest would be yes but I believe it would be illegal especially the head lights...

You cant get these aerasole cans which you can spray your lights with, however as robb said should you take this quest :P it will bring legal issues

Shadow tint vinyl works nicely. It's subtle but effective. Gives a nice look without being in-your-face obvious.

From anyone that does vinyl print signwriting.

You could use it on your headlights but the light output will decrease slightly.

how does that vinyl form to the rounded shape of the headlights.
Is it stretchy?

And are there any legal/insurance issues?

it's a "backyard" modification not a professional off-the-shelf one approved by the department of transport.

Signwriting vinyl is very plyable.
