Got the belt on?

Best way to bleed it is with the car on, with the car on the ground, fill the reservoir to the top, then turn the steering full lock left & right till the fluid is pulled in. Then repeat until you have power steering & the fluid level stays at the required level.

The power steering system on these cars is 100% mechanical.

Fluid
Reservoir
Hoses
Belt

Those are the only things to stop the system working.

If the reservoir is not holding fluid you have a leak somewhere and really that's the only reason it won't work, bar the belt not turning the pulley.
Or a seal is busted, but that should result in a loss of fluid also...
