6a13tt ECU output to coil pack

Can someone tell me what the minimum allowed voltage on the signal wire from the ecu to to the coil packs? I used my DMM and got 2.5 dcv on my good coil pcks and 1 dcv on the coil pack where I'm getting a misfire. I thinking of swapping ecu.
On the wiring diagram the coil packs get signal striaght from the ecu and that is the only difference I'm getting between the bad coil and the good ones.

Dunno what the min is, but it should be a 5v signal.

Geez.. 5v? I don't get that any on the signal lines even right at the ecu itself. I don't see anything between the coil and the ecu on the signal wire and that's the only difference among them.
