If you are unfamiliar with the tension a belt should be, you usually will not tension the belt as tight as it should be. Grab the belt at it's longest point jiggle it up and down using 75% of you total strength and you should only be able to move the belt up and down about a centimetre.
Or an easier way to understand is, the FTO requires no more than 1 cm of deflection at 10kgs when pressing on the longest span between pulleys. Press down on a set of scales and feel what 10kgs is like. Now push down on your belt using the same force as on the scales and that should give you the direct tension.
