idle speed controller.
i use to get this problem, just say drving along at 60km/h if you step off the gas completly the revs just drop to just about idle speed right?
its just very annoying as you mention.
i bet my left ball, you get high revs in park and nutrual. Instead of revs increasing when AC is turned on, revs drop. Startup in the morning is hard sometimes, the engine doesnt rev high to get engine warm, but just drop to idle.

yeah try clean the stepper first if that fails you can pick them up for 250 bucks in perth.

as a temp measure just turn you idle down a big so when your car is in park the revs arent as high.
usually its just one coil which is damaged. If you sort good with eletronics i have a spare stepper with one working coil, so just transfer it over to your stepper.

geez your mechanic is good! He knows if the stepper has been replaced before! Not many mechanics know such things.
the stepper in below the throttle body, it looks like a motor held to the throttle by two phillips screws.
The throttle body is the metal gizmo connected right after the intake pipe.
On top of the throttle body is a screw, turn it to increase idle.
