all you have to do is send him the letter of demand. and generally he'll either lodge a claim with his insurance company or sort it out with you privately.
if not, keep calling him. keep hassling him, if that doesn't work follow up with a 2nd letter of demand, if that doesn't work threaten him with court action (if he loses, and he will, he'll have to cover the court costs as well, make sure he's aware of that)
if you have any more problems, PM me your address and i'll send you a neat little booklet all about what you should do when you are involved in a not at fault accident (from work... in a prepaid envelope that work is going to be paying for lol)

jimmy,

if talking to the guy hasnt helped, have you got proof that he accepted responsibility (in writing) or was it verbal. If you have something in writing, just call up the police if you are having issues.
