I've done this test in an advance driving course, and it does makes a different if you have different rotor and brake pads. I was able to stop at the same amount of distance from 60kmph to 0, when i was doing 70kmph to 0.
i think dr_jones was talking about why is it that u have to upgrade brakes when u do an engine transplant if the car that the engine came with has better brakes than your original.
maybe it's to do with weight? or maybe whoever wrote that rule assumed everyone will speed depending on the engine size lol
