IT Question - Image Resizing

Lets say I have a folder full off pics, about 200, they all around 1-2MB files,
Whats the quickest way of reducing the size of all the images without affecting the aspect ratio? %60-70 size reduction, I am after.
Going one by one through MS Paint looks like a silly option to me.
And I cant be bothered to write an app to do this,
Is there any application out there where you can specify a folder, or even drag & drop, specify the reduction, and spits out the modified image, even better if it can rename as well

Highlight all pics & right click - resize
